South Africa's Race to 5G: How the New Spectrum Auction is Shaping the Future

In March 2026 the Independent Communications Authority of South Africa (ICASA) launched its most ambitious spectrum auction to date, earmarking 3.5 GHz and 26 GHz bands for the rollout of commercial 5G services across the country. The auction marks a pivotal moment for South Africa’s digital economy, promising faster mobile broadband, new industry verticals and a boost to the nation’s competitiveness on the global stage.

Why 5G matters for South Africa

Beyond the headline‑grabbing download speeds, 5G is set to underpin a range of transformative applications: ultra‑reliable low‑latency communications for autonomous mining equipment, massive IoT deployments for smart agriculture, and high‑definition tele‑medicine services in remote townships. According to the Department of Communications and Digital Technologies, a fully realised 5G ecosystem could contribute up to R150 billion to GDP by 2030.

The auction details

The auction opened with a reserve price of R1 billion for the 3.5 GHz band and R800 million for the 26 GHz millimetre‑wave band. Major players such as MTN, Vodacom, Telkom and the emerging consortium 5G SA submitted bids, while several new entrants – including a consortium of local fintech firms – signaled interest in the high‑frequency spectrum for private‑network deployments.

ICASA introduced a novel “flexible licensing” model, allowing operators to share spectrum in a dynamic, market‑driven fashion. This approach aims to lower barriers for smaller players and foster a more competitive environment, mirroring successful models seen in Europe and Asia.

Challenges on the road ahead

Despite the optimism, several hurdles remain. Infrastructure rollout will require extensive fibre backhaul, especially in rural provinces such as the Eastern Cape and Limpopo, where existing fibre density is below 10 % of urban levels. Moreover, the high cost of millimetre‑wave equipment and the need for dense small‑cell deployments raise concerns about the affordability of services for low‑income consumers.

To address these issues, the government has pledged R2 billion in the National Broadband Infrastructure Programme (NBIP) to subsidise backhaul construction and to support community‑owned small‑cell networks. Partnerships with universities and research institutions are also being explored to develop locally‑manufactured 5G hardware, reducing reliance on imported components.

What’s next?

The auction is slated to close on 30 June 2026, with licences expected to be granted by the end of the year. Operators have signalled that commercial 5G services could be live in major metros such as Johannesburg, Cape Town and Durban by mid‑2027, with gradual expansion to secondary cities and rural areas thereafter.

Industry observers agree that South Africa’s 5G rollout will be a litmus test for the nation’s broader digital transformation agenda. Success will hinge on coordinated policy, robust investment in backhaul, and innovative business models that ensure the technology reaches all South Africans, not just the affluent few.
